STATUTE

1. There is hereby established a foundation Mid-Dlam ghad-Dawl (pronounced: midlam ad-daul; and meaning From Darkness to Light).

2. The foundation shall meet at any premises determined as its seat from time to time.

3. The aims of the foundation shall be:

a. to find better ways of living for prisoners during their detention;

b. to help ex-prisoners in their needs; and

c. to give support to the families of prisoners and ex-prisoners in the difficulties they face.

4. Among the activities of the foundation there shall be:

a. the betterment, by non-violent means, of the situation of prisoners, ex-prisoners, and their respective families;

b. the communication to the general public of any kind of injustice or irregularity that prisoners suffer during their detention;

c. the necessary pressure on responsible persons so that prisoners may have a dignified human existence during their detention;

d. finding ways through which ex-prisoners can reintegrate themselves satisfactorily in society after their detention;

e. giving support and aid to the families of prisoners and ex-prisoners; and

f. giving an emotional and educational formation to ex-prisoners, their families, and to the families of prisoners.

5. The foundation shall be governed by not more than six (6) Trustees, one of whom shall the foundation’s General Director, and another the foundation’s General Secretary. All trustees shall be selected by the foundation’s Steering Committee, and have amongst their functions the duty of:

a. ascertaining the satisfactory development and management of the Foundation, ensuring that it is always run to high levels of effectiveness and efficiency;

b. considering matters of particular sensitivity;

c. expanding and developing the foundation’s services; and

d. performing such other functions which the Executive Committee may deem necessary from time to time.

6. The foundation shall have a Steering Committee, which will:

a. consist of those persons that the Steering Committee itself will accept and approve from time to time according to the foundation’s needs and circumstances;

b. include a General Director, a General Secretary, and any other official appointed by the Steering Committee;

c. be presided by the General Director of the foundation or, in his or her absence, by any person designated by the General Director for that purpose;

d. regulate its own proceedings; and

e. have amongst its functions the duty of:

i. determining the policy of the foundations with regard to the objectives stated above;

ii. determining the meetings of the foundation; and

iii. guaranteeing the necessary collaboration with other foundations, local and foreign, with regards to the objectives stated above.

7. Amendments to this Statute may be proposed by the Steering Committee for the approval of the absolute majority of the members of the foundation.
