Visit to the President
of the Republic: We began the new year on
the 1st with a visit to the President of the Republic, Prof.
Guido de Marco, at his palace in Valletta. Dr Mark Montebello
and George Busuttil, Director and Secretary of Mid-Dlam ghad-Dawl
respectively paid a visit to the President and Mrs De Marco
on behalf of the organisation. On their part, the President
and Mrs De Marco reciprocated warmly to the good wishes we
expressed.
Family Support
Group: The organisation's section for prisoners'
families organised an Christmas outing for prisoners' relatives
and Mid-Dlam ghad-Dawl's volunteers. This was on the 3rd
in the evening. The occasion was held at Luciano's Restaurant,
Valletta, in an atmosphere that was jovial and warm. All
participants felt the support of each other, and together
hoped for the best in the coming year. Besides, the food
was good and prepared by Luciano and his colleagues with
much love. 
2003 Annual Report: During
the first week of the month Mid-Dlam ghad-Dawl's 2003 Annual
Report was made public. The report gave a detailed account of
the organisation's work within the prisons between April and
December of 2003, during which a total of 388 cases were registered.
Due to logistical problems, this was the first time that Mid-Dlam
ghad-Dawl kept such records. The response of the press to this
report was extremely positive, and a wide encouraging coverage
was given on the printed press, TV and radio.
Sunday writings: The
organisation's regular Sunday contribution to It-Torca continued
from the 4th onwards. The contributions continually prove to
be a precious means of communication with the general public,
and are also available to the prisoners (since they have access
to the paper on a regular basis). The themes chosen for the contributions
are always taken from current affairs. 
Meetings at the
prisons: Mid-Dlam ghad-Dawl resumed its meetings
with prisoners, begun in December 1995, through the new year.
We started meeting the male prisoners from the 6th onwards,
and the female prisoners from the 8th onwards. Every Tuesday
our volunteers visited the Male Sections between 4.30 pm
and 7.00 pm, and every Thursday the Female Section between
9.30 am and 11.30 am.
Juvenile visits
resume: After more then four whole years,
the volunteers of Mid-Dlam ghad-Dawl returned to the Juvenile
Section at the Paola prisons. During a courtesy visit to
the organisation's centre, Mr Sandro Gatt, the Prison Director,
announced that the four-year ban was been lifted with immediate
effect. On the 6th, the volunteers made their first visit
to the Juvenile Section after so many years of prohibition.
It actually was a wonderful reunion. And the Director himself
actually paid a personal visit to the section while the organisation's
volunteers were meeting the youngsters, and put in a good
word for them. It was truly a most touching experience. 
Administrative
meetings: The administration of Mid-Dlam
ghad-Dawl began to meet regularly every Tuesday evening as
from the 6th onwards. All meetings were held at our centre
at Dar it-Tama, Cospicua. The sub-sections (for Prisoners',
and Prisoners' Families' matters) met between 7.30 pm and
8.30 pm, and the Steering Committee met between 8.30 pm and
10.00 pm. The members at the beginning of the year were the

"Visit a
Prisoner" Scheme: During the second
week of the month the "Visit a Prisoner" Scheme
was launched by Mid-Dlam ghad-Dawl. The scheme encouraged
the public to visit one prisoner at the Corradino prisons
on a regular basis under the guidance of Mid-Dlam ghad-Dawl.
The press coverage of the initiative was very positive, and
gave the scheme good publicity. Various members of the public
took up the invitation, and applied for participation. The
first meeting for prospective visitors was held on the 14th.
Another meeting for another group of visitors was held on
the 22nd. 
TV Program: Mid-Dlam
ghad-Dawl's Director, Dr Mark Montebello, took part in a TV program
presented by journalist Natalino Fenech on Channel 22. This was
on the 15th. The program discussed the prisons. Dr Montebello
insisted on the change in mentality observable internally amongst
the current prison authorities. The change is for the better,
balancing discipline with humane sentiments. Dr Montebello publicly
invited all journalists to note this important change.
Another TV Program: Dr
Mark Montebello also took part in yet another TV program presented
by Fr John Farrugia, and aired on Smash TV. Again the prisons
and prison life were the subject discussed. The program's recording
was held on the 19th, and the program was televised during the
succeeding days. Dr Montebello spoke mainly about the change
of mentality amongst prison officials, and the irrationality
of imprisoning drug addicts.
Rapprochement
to Prison Officers: An introductory meeting
was held at the prisons between Mid-Dlam ghad-Dawl and the
Association of Prison Officials on the 22nd in the presence
of Prison Director, Mr Sandro Gatt. Mid-Dlam ghad-Dawl was
represented by the Director, Dr Mark Montebello, and the
Secretary, George Busuttil. The prison officials' association
was represented by the President, Correctional Officer Denis,
and the Secretary, Correctional Officer Elenio. The main
aim of the meeting was to establish a healthy working relationship
within the prisons between the two institutions. The cordial
atmosphere of the meeting, and the fruitful discussion that
ensued, augured well for the future collaboration between
the two sides.
International
Cooperation: In collaboration with the International
Commission for Justice, Peace and Care of Creation of the
Order of Preachers, Mid-Dlam ghad-Dawl made headway on a
project that envisages the involvement of all Dominicans
engaged in prison ministry. The project is called "Dominican
International Prison Solidarity" (DIPS). Throughout
the last couple of months the project was in the process
of being assessed by an international body in Rome. DIPS
involved the building up of an international network between
Dominicans in prison ministry. Mid-Dlam ghad-Dawl worked
on this project through its International Officer, Tonio
Cachia.
Farewell party: On
the 29th, a special event was held in the Officers' Mess at the
prisons on the occasion of the official retirement of two nuns
from the prison service. Sister Adele M. Baldacchino and Sister
Adelgonda Farrugia, both members of the Congregation of Charity
of St Jeanne Antide Thouret, retired after years of service at
the Female Section. All members of Mid-Dlam ghad-Dawl were invited
by the prison authorities to attend. During the event, the organisation's
director, Dr Mark Montebello, was asked to address the officers
present. Dr Montebello spoke about the importance of security
and discipline in the prisons. He even thanked those responsible
for their diligent accomplishment within the facility. These,
however, within a prison had to be tempered with charity and
humane treatment, and this was what most correctional officers
did, but also other officials, such as the retiring nuns, and
also the volunteers. Charity and humane treatment are not a weakness,
but an art. Security, discipline, charity and humane treatment
are all important for penal justice. The essential thing is that
there be balance and moderation amongst them.
Rap again: Mid-Dlam
ghad-Dawl once more organised a Rap concern by the young Malese
singer—Hooligan—at the prisons, this time
at the Female Section. It was another special occasion, and one
that the prisoners enjoyed tremendously. Hooligan once
more was more than pleased to present his act within the facility.
The concert was held on the 2nd. Again, like on the previous
occasion at the end of December, the audio apparata was gratiously
provided free of charge. Some volunteers of Mid-Dlam ghad-Dawl
attended personally.
Birthday party: Most
volunteers of Mid-Dlam ghad-Dawl, and also other volunteers of
Daritama, gathered at Luciano's in Valletta for a surprise party
to mark Dr Mark Montebello's 40th birthday. This was on the 7th.
Dr Montebello's parents and members of his family were also present.
It was a truly special occasion, and a celebration of deep friendships
and comradeship.
New publication: During
the first week of the month—on the 7th—Mid-Dlam ghad-Dawl
issued a new publication entitled Tama kontra kull Tama (Hope
Against All Hope). The publication is an adaptation of some reflections
originally done by Henry Nouwen. The booklet, which is subtitled Tistenna
ghall-ghada (Waiting for tomorrow), discusses the art of
listening, and the good or bad that may come out of any simple
conversation. 
Community Chest
Fund: A meeting was held with the top representatives
of the Malta Community Chest Fund. Mr John Borg and Col.
Joe Harrison met Dr Mark Montebello at Vittoriosa to discuss
the possibility of the Community Chest Fund aiding Mid-Dlam
ghad-Dawl's project for the creation of Victim Support Malta. The Chest Fund is officially headed by
the President of the Republic.
Newsletter: The
first issue of the year—No.24 (January-February)—of
Mid-Dlam ghad-Dawl's newsletter, L-ARKA,
was issued during the second week of the month. It carried various
news items, amongst which information about last year's annual
report. Again, the newsletter was distributed to all prisoners,
and also sent to interested parties. 
Certificate Course: The
course offered by Mid-Dlam ghad-Dawl on prison services got underway
on the 16th. Thirty-five young people attended the course, which
was held at Cospicua on Mondays and Thursdays between 6.30 pm
and 8.30 pm up till March 25. The reader for the specialised
course was Dr Mark Montebello, Director of Mid-Dlam ghad-Dawl.
Most attendants were university students reading psychology or
sociology.
Data Protection
Seminar: Dr Mark Montebello and Tonio Cachia,
respectively Director and International Official of Mid-Dlam
ghad-Dawl, attended an information seminar on compliance
with the Data Protection Act at the Exchange Buildings, Valletta,
on the 19th. The seminar, which was organised by the local
office of the Malta Business Bureau of the Federation of
Industries, was addressed by Susannah Haan from the Confederation
of British Industry, Paul Mifsud Cremona, the local Commissioner
for Data Protection, and Dr Michael Frendo, partner of Gatt
Frendo Tufigno Advocates. The representatives of Mid-Dlam
ghad-Dawl attended the seminar in view of the establishment
of Victim Support Malta.
Administrative
Revisions: Towards the latter part of the
month meetings began to be held on an individual basis between
the Director and volunteers in key positions within the organisation.
These meetings were aimed at reviewing the operational workings
of each part of the administrative structure of the organisation
in terms of support and feedback.
L-ARKA: The
24th edition of Mid-Dlam ghad-Dawl official newsletter, L-ARKA,
was issued on the 20th. Its header article dealt with the
2003 Annual Report of Mid-Dlam ghad-Dawl.
Family Outing: On
the 28th the Prisoners' Families' Section organised an outing
to the Bowling Paladium at Paceville, St George's. It was a time
of relaxation at which the families of prisoners enjoyed themselves
enormously. The outing was a one-off activity from the usual
forth nightly meetings held at Floriana.
Newsletter in
English: The first issue of Mid-Dlam ghad-Dawl's
newsletter in English appeared during the first week of the
month. The newsletter—called THE
ARK—is intended to be a means of formal communication
with foreign prisoners in Malta. It's first issue carried
a presentation of Mid-Dlam ghad-Dawl and its principles,
and explanatory notes about the process in Malta of transfer
of foreign prisoners to their own countries. 
Amnesty Campaign
- Day 1: On the 6th of the month Mid-Dlam
ghad-Dawl launched its campaign to rally support for a 'generous
pardon' to prisoners on the part of government to mark the
occasion of Malta's accession to the European Union on May
1st. A number of volunteers were present at The Strand, Sliema,
where they collected signitures from passersby. Each signiture
(and I.D. number) is made on the backside of a card. 400 persons signed on the first day. These
and all the other cards were eventually sent to government. The
writing on the front says: "Towards the future in one boat".
Amnesty Campaign
- Day 2: Volunteers from Mid-Dlam ghad-Dawl
collected signitures at the University of Malta, Msida, on
the 10th. This marked the second day of the campaign organised
by Mid-Dlam ghad-Dawl in order to encourage the authorities
to grant an amnesty to prisoners on the occasion of Malta's
accession to the European Union. Though much interested in
what the campaign was all about, some 150 signitures were
collected.
Weekend Meeting: The
foundation Daritama organised a weekend meeting for all volunteers
between the 12th and 14th. The live-in was held at St. Paul's
Bay. Such weekend meetings are held regularly twice yearly, and
are aimed at providing volunteers with ongoing formation and
support. This particular weekend meeting was wonderfully organised,
well attended, and quite pleasant. All those present enjoyed
each other's company, and worked out themes related to self-help.
2003 Report for
Prisoners Abroad: Mid-Dlam ghad-Dawl's International
Desk Official, Tonio Cachia, issued the 2003 Report for the European
Group for Prisoners Abroad. The report is part of
the on-going contact kept by the organisation with international
bodies. On the 16th of the month the report was issued to
the local press. 
Administrative
resetting: On the 16th Mid-Dlam ghad-Dawl
effected a minor administrative resetting in order to enhance
its operational proficiency. The resetting, which included
a better time allocation for its executive and sectional
meetings, had no effect to the operational structure of the
organisation or to the assignment of official roles.
Head of Prisoners'
Section: As from the beginning of December
2003 the Prisoners' Section of the organisation was headed
by Tonio Cachia on an interim basis, pending a review scheduled
for this month. Accordingly, on the 16th the former Head
of Section, Tania Caruana, resumed her post with full and
immediate effect. Tonio Cachia retained his office at the
International Desk.
Plan of Action: The
section responsible for prisoners' families has adopted a plan
of action that intends to upgrade the section's endevours. Tha
plan was approved by the organisation's Steering Committee on
the 16th. The section aims at offering services to prisoners'
families on more professional lines.
Radio program: Representatitves
of Mid-Dlam ghad-Dawl and Daritama, Dr Mark Montebello and Goerge
Busuttil, took part in a program aired on a church-sponsored
national radio, RTK. This was on the 17th. The presenter,
Alfred Calleja, dealt with themes related to the voluntary aspect
of Mid-Dlam ghad-Dawl's organisation.
TV program: Mid-Dlam
ghad-Dawl had two representatives, Jamie Degabriele and Tonio
Cachia, participating at a popular discussion TV program, Xarabank,
on the 19th. The program, presented by Peppi Azzopardi, dealt
with various topics related to everyday life. The representatives
of Mid-Dlam ghad-Dawl discussed themes related to prison life.
Amnesty Campaign
- Day 3: Another occasion for the collection
of signitures in favour of an amnesty to prisoners by government
on the occasion of Malta's accession to the European Union
was held at Valletta on the 20th. Volunteers from the organisation
were mainly based at City Gate. Around 300 signitures were
colleced.
Minister confirmed: Following
the resignation as Prim Minister of Dr Edward Fenech Adami on
the 22nd, Dr Lawrence Gonzi, who had been chosen Leader of the
Nationalist Party on the 3rd, formed a new cabinet on the 23rd.
Dr Tonio Borg was confirmed as Minister of Justice and Home Affairs,
and thus also responsible for correctional services. Also confirmed
as Parliamentary Secretary in the Ministry of Justice and Home
Affairs was Dr Carmelo Mifsud Bonnici. Since during the week
before, on the 20th, Dr Borg was also chosen as Vice-Leader of
the party, he was sworn in as Vice-Prim Minister. Mid-Dlam ghad-Dawl
sent congratulatory messages both to Dr Borg, to Dr Mifsud Bonnici,
and to Dr Gonzi.
"Visit a
Prisoner" Scheme PR: Mid-Dlam ghad-Dawl
issued a communication to the press giving details about
the "Visit a Prisoner" Scheme, which was began
during the second week of January. This press release was
issued on the 23rd. 
Presidential Meeting: Representatives
of Mid-Dlam ghad-Dawl attended a meeting organised by the Malta
Community Chest Fund on the 25th at the Presidential Palace,
Valletta. On this occasion H.E. the President of the Republic,
Profs. Guido Demarco, presented donations made by the MCCF to
various institutions and individuals. The foundation Daritama
received a handsome sum in favour of Victim Support Malta project. Speaking to all those present, the
President said that he wished to "signal out" Daritama's "admirable" commitment.
Profs. Demarco, who had words of praise for the work made by
Mid-Dlam ghad-Dawl, expressed his hope that the public continues
to understand better the message given by Daritama and Mid-Dlam
ghad-Dawl in favour of prisoners and, now, of victims of crime.
The President also said that these institutions take on themselves
commitments that all others refuse.
Meeting with Prison
Board: A meeting was held between representatives
of Mid-Dlam ghad-Dawl and the Prison
Board of Visitors. This was on the 25th, and held at
the prisons, Paola. The main aims of the meeting were to
wind up some outstanding issues from the past, and set up
a good bilateral environment for a healthy working relationship.
A further meeting, though not official, was held on January
23rd between Dr Mark Montebello, Director of Mid-Dlam ghad-Dawl,
and Dr Mario Felice, Chairperson of the Prison Board. During
the latter meeting of the 25th it was suggested, amongst
other things, that Mid-Dlam ghad-Dawl and the Prison Board
form a mixed committee to tackle matters of common interest
within the prisons.
End of course: The
course on the prison system in Malta and penal services came
to an end on the 25th. On that same day a ceremony was held in
which certificates of attendance were distribution to the participants.
The Director of the prisons, Mr Sandro Gatt, was present for
the final lecture of the course to answer questions made by those
present. He also officiated at the distribution of certificates.
New intakes: At
the end of the course on the prison system in Malta and penal
services twelve new persons came forward to be accepted as volunteers
of Mid-Dlam ghad-Dawl. These were allocated to either one of
the organisation's two sections, that dealing with prisoners'
families, and the other with prisoners.
Amnesty Campaign
- Day 4: Volunteers from Mid-Dlam ghad-Dawl
were again at City Gate, Valletta, on the 27th to collect
signatures in favour of an amnesty to prisoners by government
on the occasion of Malta's accession to the European Union.
Hundreds of people accepted to sign the petition. Many more
engaged the organisation's volunteers in lively and interesting
discussions on aspects of the criminal justice system.
Amnesty Campaign
- Press Conference: Following the signing
session at Valletta on the 27th, Mid-Dlam ghad-Dawl called
a press conference to brief members of the press of the progress
made during the campaign, and of other forthcoming activities.
The conference was held at City Gate, Valletta, and various
members of the press attended. Good media coverage was given.
Fund raising: The
prisoners' section of Mid-Dlam ghad-Dawl organised a car boot
sale at Razzett Tal-Hbiberija, Marsascala, on the 28th. The activity
aimed at raising funds for particularly destitute prisoners.
Amnesty Campaign
- Presentation to PM: Mid-Dlam ghad-Dawl
officially presented to the Prime Minister, Dr Lawrence Gonzi,
through his personal secretary, Remigio Bartolo, the petitions
collected so far in favour of an amnesty to prisoners by
government on the occasion of Malta's accession to the European
Union. This was on the 1st at the Auberge de Castille, the
PM's office in Valletta. Members of the press attended numerously
to cover the event. Around 2000 petitions had been handed
over to the head of Cabinet. Mid-Dlam ghad-Dawl also presented
a formal petition to the Prim Minister to present a motion
to Cabinet in favour of the petition.
Amnesty Campaign
- Appeal to Government Ministers: Also on
the 1st a letter was addressed to all the Honorable Members
of Cabinet individually. This was some time after the presentation
of petitions to the PM's office, and the formal request for
the granting of an amnesty to prisoners on the occasion of
Malta's accession to the European Union. In its letter to
Ministers Mid-Dlam ghad-Dawl explained details regarding
its request, and asked for support once the motion be presented
to Cabinet for discussion.
TV Program: Mid-Dlam
ghad-Dawl was represented once more at the popular TV discussion
program presented by Peppi Azzopardi, Xarabank, on the
2nd. The whole program delt with victims of crime in Malta and
also drug abuse. Dr Mark Montebello, for one, was part of the
main penal of speakers.
Amnesty Campaign
- Day 5: Volunteers from Mid-Dlam ghad-Dawl
were outside the gates of the prisons at Paola on the 3rd
and the 4th during visiting hours. The volunteers again collected
signatures from prisoners' family relations and friends in
favour of an amnesty to prisoners by government on the occasion
of Malta's accession to the European Union. Hundreds of signatures
were collected, not only from prisoners' relations but also
from many of their friends and acquaintances.
New President: Prof.
Guido Demarco having terminated his five-year term as President
of the Republic, Dr Edward Fenech Adami was sworn in his stead.
This was on the 3rd. Mid-Dlam ghad-Dawl sent heartfelt thanks
to Prof. Demarco for his uncompromising support to the organisation,
and also congratulated Dr Fenech Adami on his new appointment.
Visit by Religious
Superior: The superior general of the Dominicans
in Malta, Rev. Charles Fenech, made a courtesy visit to the
centre of the foundation Daritama at Cospicua on the 6th.
He met Mid-Dlam ghad-Dawl's volunteers while gathered for
their regular sectional meetings. He later met with the Steering
Committee of the organisation. Rev Fenech was accompanied
by Rev. Raymond Gatt, a member of the dominicans' provincial
council.
Daritama Open
Days: The foundation Daritama opened its
centre at Cospicua to the free visiting of the public. This
was from the 7th till the 9th of the month. The "Open
Days" coincided with elaborate exhibitions linked to
Holy Week, both at the foundation's centre and also nearby.
The public was invited to visit the foundation's community
radio, the community school, and the offices of Mid-Dlam
ghad-Dawl. Hundreds of people took the opportunity to visit
and chat with some of the volunteers.
Press Release
- Amnesty: Mid-Dlam ghad-Dawl issued a press
communication on the campaign for an amnesty to all prisoners
by government on the occasion of Malta's accession to the
European Union. This was on the 9th. The PR announced that
more then 3000 signitures in favour of the amnesty were already
collected. 
9 YEARS ON: Mid-Dlam
ghad-Dawl marked its birthday on the 10th. It was established
at the Malta civil prisons in 1995 at a section called Division
VIII (since then demolished). A group of six prisoners gathered
for the first time nine years ago, and began what developed into
the fully-fledged organisation that it is today.
Radio program: A
representative of Mid-Dlam ghad-Dawl took part in a radio program
on the 10th. The program was presented on the national station, PBS,
and directed by Ivan Camilleri. The theme chosen for the program
was the amnesty to prisoners by government that Mid-Dlam ghad-Dawl
campaigned for on the occasion of Malta's accession to the European
Union. The program was rather stormy but interesting.
Seminar on Youth
and Criminality: Dr Mark Montebello, Mid-Dlam
ghad-Dawl's Director, took part in a seminar held on the
12th. The seminar, which was directed by Desmond Zammit Marmarà,
was held at the Malta Labour Party's national centre at Hamrun.
The theme discussed was the relation between youth and criminality.
Instead of discussing how and why young people may engage
themselves in criminal activity, Dr Montebello spoke about
the different ways that young people may be victimized by
criminal actions or inactions committed socially on a regular
basis.
New Volunteers: On
the 14th Mid-Dlam ghad-Dawl welcomed ten new volunteers. Most
of them had attended the induction course in February through
March. The Heads of the prisoners' and families' sections of
the organisation, Tania Caruana and Jamie Degabriele respectively,
explained to those present the aims of the work done by the organisation,
and the means used to attain those aims. The new volunteers were
all assigned to either one of the organisation's sections.
Support Training: The
prisoners' families section of Mid-Dlam ghad-Dawl organised a
specialised training course between the 15th and May 24th for
the organisation's volunteers. The course was read by psychologist
Jenny Zammit, and was about the professional organisation of
a support group such as that offered by Mid-Dlam ghad-Dawl to
prisoners' families. The seven sessions of the course was distributed
over a seven-week period.
Call for applications: Mid-Dlam
ghad-Dawl issued a call for applications on The Sunday Times to
fill the job of Coordinator for Victim Support Malta. This was on the 18th, followed by another
call on the 25th. The closing date for applicants had been set
for May 1st.
Meeting with Minister: Representatives
of Mid-Dlam ghad-Dawl had a private meeting with the Deputy PM,
and Minister of Justice & Home Affairs, Dr Tonio Borg, at
the Auberge d'Aragon, Valletta. This courtesy visit was on the
20th. During the meeting the two sides discussed mainly the operations
of Mid-Dlam ghad-Dawl. Moreover, they also made plans for parternship
work between the organisation and the Minsitry.
Meeting with Prison
Board: Yet another meeting between Mid-Dlam
ghad-Dawl and the Prison
Board of Visitors was held on the 21st at the prisons.
The meeting expanded on matters that were dealt with during
the previous meeting of March 25th.
Family Support: A
good number of family relations of prisoners started to attend
a six-session course read by psychologist Jenny Zammit between
the 23rd and May 28th. The course is being organised by Mid-Dlam
ghad-Dawl's section that works with prisoners' families. Volunteers
from the organisation attended the course as part of their training
formation. The meetings were held at the organisation's then centre in Floriana (see below).
Amnesty Campaign: Though
Mid-Dlam ghad-Dawl relaxed its public campaign for an amnesty
to all prisoners by government on the occasion of Malta's accession
to the European Union, the organisation's point of view was taken
up by various local personalities and members of the public.
Various editions of local daily newspapers carried letters to
the editor or articles by staff members and other contributors
encouraging the granting of the amnesty. Some private contributions
demanded the exact opposite. On its part Mid-Dlam ghad-Dawl stood
back, and left the public discussion proceed without its intervention,
content that others carried its flag independently. On the other
hand, just a week before accession, Mid-Dlam ghad-Dawl was quite
active within the prisons encouraging the prisoners to keep calm
while they await, and also to moderate their expectancies.
Centru San
Disma: Mid-Dlam ghad-Dawl's newly
renovated centre at Floriana was used for the first time on the 23rd.
The centre's address is 25/2 Triq il-Kapuccini, and though
it still is not fully equipped and decorated it had been
unofficially inaugurated by prisoners' families. Renovation
work on the centre began during the third week of October
last year. Fortunately Mid-Dlam ghad-Dawl's expenses could
be kept quite low thanks to the munificent aid of various
generous doners, amongst whom the following must be mentioned
by name:

Prison Protests: On
Sunday, the 25th, less than week before Malta's accession to
the European Union, most prisoners at the Corradino Correctional
Facility started a series of protests, mainly of non-cooperation,
in response to the government's dawdling attitude in granting
the much-awaited amnesty. Representatives of the prisoners
stated that, together with the amnesty, they were also demanding
urgent prison and judicial reforms. A day before the protests
began, on the 24th, Mid-Dlam ghad-Dawl addressed a letter to
the prisoners entreating them to remain calm and not resort
to any unwonted actions. On Tuesday, the 27th, most prisoners
began a hunger strike. Following this development Mid-Dlam
ghad-Dawl issued a press communication (see further down).
Meeting with
the President of the Republic: Representatives
of Mid-Dlam ghad-Dawl had a meeting with the newly appointed
President of Malta, Dr Edward Fenech Adami, on the 27th.
The President was very much interested in the organisation's
operations. The meeting was held at the Presidential Palace,
Valletta. The representatives of Mid-Dlam ghad-Dawl introduced
the President to the project of Victim Support Malta. On his part, Dr Fenech Adami expressed
admiration for the project, and praised it as state-of-the-art.
Prison Protests
- Press Communication: Since Sunday, the
25th, the protests commenced at the Corradino Correctional
Facility by most prisoners was somehow linked by the public
to Mid-Dlam ghad-Dawl's earlier campaign in favour that
government grants an amnesty on the occasion of Malta's
accession to the European Union. This worried Mid-Dlam
ghad-Dawl considerably. Though still in favour of an amnesty,
Mid-Dlam ghad-Dawl was against any protests at the prisons.
To this effect, on Tuesday, the 27th, the organisation
issued a press communication explaining its position, and
thoroughly disassociating itself from the prisoners' protests.
The communication was given wide media coverage. 
Meeting with
Minister for the Family and Social Solidarity: A
meeting was held between a representative of Mid-Dlam ghad-Dawl
with the Minister for the Family and Social Solidarity,
the Hon. Dolores Cristina, on the 28th. Mid-Dlam ghad-Dawl's L-Ewwel
Kenn project was discussed. The meeting was held
at the parliamentary building, Valletta.
Prison Protests
- Dropout: Following the press communication
issued by Mid-Dlam ghad-Dawl on the 27th (see above) most
prisoners at the main sections of the Corradino Correctional
Facility felt let down. This became evident on Thursday,
the 29th. Visits to the female section by volunteers of
the organisation were held as usual, but the visits to
the main sections were temporarily suspended.
Meeting with
DP Commissioner: A meeting was held with
the Data Protection Commissioner, Mr Paul Mifsud Cremona,
and Dr Roberta Peresso, in which various matters related
to Victim Support Malta were discussed. The meeting was held
on the 30th at Foundation Daritama's centre in Cospicua.
During the meeting Mid-Dlam ghad-Dawl's IT Official, Chris
Bonnici, spelt out all the issues related to Victim Support Malta's
functions vis-a-vis the Date Protection Act for the consideration
of the Commissioner. On his part, Mr Mifsud Cremona strongly
recommended that Mid-Dlam ghad-Dawl should seek to establish
Victim Support Malta as a government affiliate. This better status
would grant it certain rights that would certainly facilitate
the collection and retention of information.
Victim Support Malta Co-Ordinator
- Closing date: The call for applications
issued in the preceeding month by Mid-Dlam ghad-Dawl for
the post of Co-ordinator at Victim Support Malta expired on the 1st. It was impressive
to note that 20 qualified candidates applied for the part-time
job.
ACCESSION OF
MALTA TO THE EU: On May 1 Malta was accessed
to the European Union together with nine other countries.
Forty years after Independence from the United Kingdom
on September 21, 1964, thirty years after becoming a Republic
on December 12, 1974, and twenty-five years after the termination
of the military base agreement with the British on March
31, 1979, Malta is to become part of a Union made up of
twenty-five European countries. Thus a new chapter commenced
in Malta's long and illustrious history.
Prison protests
- Cessation: The protests by the larger part
of the prisoners held at Malta's Corradino Correctional Facility
came to an end on Tuesday 4th. The prostests ended peacfully
and voluntarily by the cessation of a hunger strike that
had been begun a week before, on April 27. The strike had
been the culmination of a series of non-cooperation protests
that had been going on for nine days, since Sunday, April
25. By way of precaution, on Tuesday 4th the volunteers of
Mid-Dlam ghad-Dawl had been asked by the prison authorities
not to visit the male sections as usual. This was the second
time that they suspended their visits since the beginning
of the protests.
Meeting with HSBC: A
meeting was held between Mid-Dlam ghad-Dawl and the Marketing
Official of the Malta branch of HSBC. This was on the 5th. The
aim of the meeting was to strike a partnership between HSBC and Victim Support Malta. The meeting was supported by Mr Christopher
Hothersall, Chief Executive Officer of HSBC in Malta.
Prison Protests
- "Post-Mortem': Following the strike
protests by most prisoners at Malta's Corradino Correctional
Facility, Paola, between April 25 and May 4, Mid-Dlam ghad-Dawl
conducted a 'post-mortem' study on the situation. This
was on the 4th itself, the final day of the protests. Copies
of the results of the examination, which included a couple
of practical proposals, were sent to the Prison Director,
Mr Sandro Gatt, and the Minister of Justice & Home
Affairs, Dr Tonio Borg.
Special visit: Two
of Mid-Dlam ghad-Dawl's volunteers who regularly visit the
Female Section, Lourdes Gatt and Lourdes Busuttil, attended
a special ceremony at the prisons in which a Kenyan prisoner
received the sacraments of Baptism, Holy Confirmation, and
Holy Eucharist. This was on the 8th. The volunteers were requested
to attend by the prisoner herself in gratitude for the service
they give to her and to the other female prisoners.
L-ARKA: The
25th edition of Mid-Dlam ghad-Dawl official newsletter, L-ARKA,
was issued on the 19th. Its header article dealt with a post-mortem
examination of the recent prison protests.
Victim Support Malta Co-Ordinator
- Interviews: The first interviews for the
post of part-time Co-Ordinator for Victim Support Malta were held on the 10th. These ended on
the 24th.
PR on Iraqi Prisoners: Mid-Dlam
ghad-Dawl issued a press communication condemning the torture
of Iraqi prisoners. The organisation said it was pleased to notice
that the Government of Malta pronounced itself categorically
against such practices. It also appealed to international organisations
to stop this violation of international law. The PR was issed
on the 11th. 
Finland Conference
PR: The organisation issued a communication
informing the press about the conference to be held in Finland
between the 27th and the 29th of this month on victims of
crime. Mid-Dlam ghad-Dawl will have two delegates representing
it at the event. 
Car Boot Sale: The
prisoners' section of Mid-Dlam ghad-Dawl organised a car boot
sale on the 16th. This was held at Ir-Razzett tal-Hbiberija,
Marsascala. The sale was a total success, even if quite difficult
to organise. Volunteers of Mid-Dlam ghad-Dawl had to actually
sleep on site the night over to secure a place in the
early morning! That's for dedication!
End of Prison
Crisis: After a whole month of turmoil in
the relations between the prisoners of Malta's Corradino
Corradino Facility, and Mid-Dlam ghad-Dawl, the crisis was
finally brought to an end on the 21st. A conciliatory meeting
was held at the prisons before the prison Director, Mr Sandro
Gatt, to wind up the impasse.
Care Awareness
Fair: Mid-Dlam ghad-Dawl was represented
at the 6th Malta Care Awareness Fair held at Naxxar between
the 20th and the 23rd. The organisation joined a couple of
hundred other voluntary organisations or charities, and once
more was part of the Caring Orgnisations Directory.
Meeting with DP
Commissioner: A second meeting was held by
representatives of Mid-Dlam ghad-Dawl with the Data Protection
Commissioner, Mr Paul Mifsud-Cremona, and Dr Roberta Peresso.
This was on the 25th. Dr Mark Montebello, Director of Mid-Dlam
ghad-Dawl, and Chris Bonnici, IT Official, received an official
answer to a writeup of decisions made during the previous
encounter on April 30th. The Commissioner's office agreed
to arrange a joint meeting with the Minister for the Family & Social
Solidarity, Ms Dolores Christina, to examine the possibility
that Victim Support Malta be given the status of a government affiliate.
This status should be sought in order that Victim Support Malta will
be granted certain rights that would facilitate the collection
and retention of information as it would be given a better
legal status.
End of Prison
Crisis: On the 25th the volunteers of Mid-Dlam
ghad-Dawl visited the male divisions as had been their regular
practice before the prison crisis that had been ongoing for
a whole month. There were no problems whatsoever.
Information System: After
various months the preparatory work for the construction of an
electronic information system for Victim Support Malta came to an end on the 25th. Raymond Cassar,
an expert in the field, was commissioned by Mid-Dlam ghad-Dawl
to build up the system. It will take four months to complete.
Finland Conference: Representatives
of Mid-Dlam ghad-Dawl participated at a conference organised
by the European
Forum for Victim Services in Helsinki (Finland). This
was between the 27th and the 29th. The conference dealt with
such themes as the welfare of workers in victim services, hate
crimes, and cross border victims. Other delegates came from Austria,
Belgium, Bulgaria, the Czech Republic, Denmark, Estonia, Finland,
France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania,
Luxembourg, the Netherlands, Norway, Poland, Portugal, Romania,
Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, and the
United Kingdom. On the last day of the conference the Forum celebrated
its 18th annual general meeting under the chairpersonship of
Dame Helen Reeves, the Forum's General Director. Mid-Dlam ghad-Dawl
was represented by Director Dr Mark Montebello and Coordinator
Ivan Cauchi. The current status of Mid-Dlam ghad-Dawl in the
Forum is that of observer.
Press Release: On
the 31st Mid-Dlam ghad-Dawl issued a press communication following
the return of its representatives from the Helsinki conference
on victims of crime. 
Coordinator: The
process for the choice of a coordinator for Victim Support Malta came to a successful end on the 31st. Rachel
Agius, a 26-year old, was chosen from amongst twenty other candidates
who applied for the part-time job. Rachel holds a Masters in
criminology from Bond University of Australia.
Commencement of
Internal Functioning: The internal functioning
of Victim Support Malta began on the 9th. Director Dr Mark Montebello
and Coordinator Rachel Agius started operations according
to a detailed plan of action drawn up for the succeeding
months. The plan covers all the work needed up to Victim Support Malta's
public opening in December.
Fund-raining for
VSM: A first meetng was held on the 10th
of a group of volunteers who will be working on fund-raising
for Victim Support Malta. The group, which explored possibilities
and prepared a plan of action, is headed by Fr Vince Scerri
O.P.
Meeting for Life
Skills: The section for prisoners' families
of Mid-Dlam ghad-Dawl, led by head of section Jamie Degabriele,
met representatives of the Secondary Prevention Team of the
agency Sedqa. The meeting was held on the 15th at Santa Venera.
The two sides explored ways how the two organisations can
organise a course on life skills for the sons, daugthers
and friends of prisoners.
Resignation: Fr
Louis Sapiano O.P. handed his resignation from the organisation's
Steering Committee on the 15th. Fr Sapiano, who had been research
officer, had to resign to other committments.
Meeting with the
Ministry for Social Solidarity: A meeting
was held on the 18th between Mid-Dlam ghad-Dawl and the Ministry
for the Family & Social Solidarity. The aim of the meeting
is to dicuss matters retated to Daritama, Mid-Dlam ghad-Dawl Victim Support Malta. Mid-Dlam
ghad-Dawl was respresented by Dr Mark Montebello and Rachel
Agius, Coordinator of Victim Support Malta. The Ministry
by Mr Jesmond Schembri,
Private Secretary to the Minister for the Family & Social
Solidarity, Ms. Dolores Christina.
L-ARKA: The
26th edition of Mid-Dlam ghad-Dawl official newsletter, L-ARKA,
was issued on the 24th. Its header article dealt with the censoring
of prisoners' correspondence in Malta, a practice that the European
Commission for the Prevention of Torture and Inhuman or Degrading
Treatment or Punishment (CPT) of the Council of Europe wants
terminated. This edition of the newsletter was issued in a new
A3 format.
Meeting with Vodafone: A
meeting was held with Vodafone in order to discuss possible ways
of sponsorship to the foundation Daritama. This was on the 21st.
Visit by Minister
for Social Solidarity: The Minister for the
Family & Social Solidarity, Ms. Dolores Christina, visited
Mid-Dlam ghad-Dawl at Daritama's centre in Cospicua on the
22nd. Ms Christina was better acquained with the work done
by the section responsible for prisoners' families, and the
section for prisoners' welfare. The Minister then had a meeting
with the organisation's steering committee. Mr Jesmond Schembri,
Private Secretary to the Minister, was also present. During
the meeting two sides discussed ways of collaboration and
support.
Meeting with Commissioner
For Children: Victim Support Malta Director, Dr Mark Montebello, and Coordinator,
Rachel Agius, met the Commissioner For Children & Youths,
Ms. Sonia Camilleri. This was on the 25th at the Ministry
for the Family & Social Solidarity in Valletta. The meeting
was the first of a series to introduce Mid-Dlam ghad-Dawl's
new service to be given to victims of crime to public entities.
Outing for prisoners'
families: Mid-Dlam ghad-Dawl's section for
prisoners' families organised an outing at Marsascala on
the 25th. Various relatives of prisoners, and volunteers,
attended to have some refreshing and pleasant time together.
The children enjoyed themselves tremendously.
PR on Life Imprisonment: Mid-Dlam
ghad-Dawl issued a press communication pointing out a recent
declaration by the European Union's Commission on life imprisonment.
The EU's declaration, which was made through a 'Green
Paper' issued on April 30, proposes a total reconsideration
of the punishment of life imprisonment leading towards its abolition
on a Union wide basis. Mid-Dlam ghad-Dawl's communication was
given good coverage. 
Fund-raising group: A
further meeting of the group of volunteers responsible for fund-raising
for Victim Support Malta met again on the 1st. It was decided that
the name of the group will be Victims of Crime Solidarity (VOCS).
A strategic plan for the launching of VOCS was discussed.
Meeting with female
shelter: A meeting was held between Mid-Dlam
ghad-Dawl and Dar Qalb ta' Gesù (also known as Ta'
Cini), a female shelter. The meeting was part of a series
of meetings intended to introduce public entities to Mid-Dlam
ghad-Dawl's new service to victims of crime. This meeting,
between Dr Mark Montebello (for Mid-Dlam ghad-Dawl and Victim Support Malta) and Mr. Joseph Camilleri (for the female
shelter), was held on the 5th at Santa Venera.
Meeting with YMCA: A
meeting was also held between Mid-Dlam ghad-Dawl and YMCA, which
runs a female shelter. The meeting was part of the series of
meetings intended to introduce public entities to Mid-Dlam ghad-Dawl's
new service to victims of crime. This meeting, between Dr Mark
Montebello (for Mid-Dlam ghad-Dawl and Victim Support Malta) and Mr. Jean Paul Mifsud (for YMCA), was
held on the 5th at Valletta.
Meeting with Suriet
il-Bniedem: Another meeting was held between
Mid-Dlam ghad-Dawl and Fondazzjoni Suriet il-Bniedem, which
runs two shelters, one for males, and another one for females.
The meeting, which was part of the series of meetings intended
to introduce public entities to Mid-Dlam ghad-Dawl's new
service to victims of crime, was held on the 5th at Valletta.
Dr Mark Montebello (for Mid-Dlam ghad-Dawl and Victim Support Malta) and Mr. Terry Gosden (for Suriet il-Bniedem)
took part in the meeting.
Meeting with Probation
Services: A meeting was held between Mid-Dlam
ghad-Dawl and the local office of the Probation Services
as part of the series of meetings intended to introduce public
entities to Mid-Dlam ghad-Dawl's new service to victims of
crime. This meeting, attended by Dr Mark Montebello and Rachel
Agius (for Mid-Dlam ghad-Dawl and Victim Support Malta), and Mariella Camilleri and Carmen Borg
(for Probation Servies), was held on the 6th at Vittoriosa.
Course for Families: The
section for prisoners' families of Mid-Dlam ghad-Dawl organised
a course on flower arrangement for prisoners' families from the
9th onwards. This was held at Centru San Dizma, Floriana.
Course on Life
Skills: The section for prisoners' families
of Mid-Dlam ghad-Dawl, and the Secondary Prevention Team
of the agency Sedqa, on the 13th started a course on life
skills. The course, which will last till August 3rd, is open
to the sons, daughters and friends of prisoners', and will
be held at Centru San Dizma, Floriana.
Meeting with government
agency: A meeting was held between Mid-Dlam
ghad-Dawl and Agenzija Appogg as part of the series of meetings
intended to introduce public entities to Mid-Dlam ghad-Dawl's
new service to victims of crime. The meeting, which was held
on the 14th, was attended by Dr Mark Montebello and Ms. Rachel
Agius (for Mid-Dlam ghad-Dawl and Victim Support Malta)
and Mr. Joe Gerada (for Agenzija Appogg). The two sides agreed
that the coordinator of Victim Support Malta, Rachel Agius, be given training experience
by Appogg.
Meeting with male
shelter: A meeting was held between Mid-Dlam
ghad-Dawl and Dar Osanna Pia, a male shelter, as part of
the series of meetings intended to introduce public entities
to Mid-Dlam ghad-Dawl's new service to victims of crime.
This meeting was held on the 15th at Sliema between Dr Mark
Montebello and Ms. Rachel Agius (for Mid-Dlam ghad-Dawl and Victim Support Malta), and Fr. Jesmond Grech (for Osanna Pia).
VOCS meeting: A
further meeting of Victims of Crime Solidarity (VOCS)
was to held on the 15th. Amongst other matters, it was decided
that VOCS and Victim Support Malta will be lauched together at the beginning
of January 2005.
Meeting with Mediation
Office: A meeting was held on the 15th at
San Gwann between the Head of the Family Mediation Office,
Audrienne Spiteri-Gonzi, and Dr. Mark Montebello and Ms.
Rachel Agius (representing Mid-Dlam ghad-Dawl and Victim Support Malta). The appropriateness of instituting a
victim-offender mediation service as part of Victim Support Malta's
services was discussed at length.
Meeting with Children's
Homes: A meeting was held between Mid-Dlam
ghad-Dawl and the central office for Children's Homes as
part of the series of meetings intended to introduce public
entities to Mid-Dlam ghad-Dawl's new service to victims of
crime. This meeting, which was held on the 16th at Floriana,
was between Dr. Mark Montebello (for Mid-Dlam ghad-Dawl)
and Fr. Victor Zammit McKeon (for Children's Homes).
Meeting with another
female shelter: A meeting was held between
Dr Mark Montebello, for Mid-Dlam ghad-Dawl, and Ms. Anne
Cachia, for Merhba Bik, a female shelter. This was part of
the series of meetings intended to introduce public entities
to Mid-Dlam ghad-Dawl's new service to victims of crime.
This meeting was held on the 19th at Balzan.
EU project: During
the second week of the month it was announced that Mid-Dlam ghad-Dawl
will participate in an EU funded AGIS project over the next two
years. The project, an initiative of London Probation, has partner
participants from the UK, Bulgaria and Germany, and Mid-Dlam
Ghad-Dawl in Malta. It will focus on the 'Prevention of Hate
Crime in Europe', with special attention to Islamophobia. The
project was awarded through the good services of Mid-Dlam ghad-Dawl's
International Desk Officer, Tonio Cachia.
Meeting with Police
Commissioner: A meeting was held between
Mid-Dlam ghad-Dawl and the Commissioner of Police, John Rizzo,
as part of the series of meetings intended to introduce public
entities to Mid-Dlam ghad-Dawl's new service to victims of
crime. This meeting, which was held on the 21st at Floriana,
was particualarly aimed to forge a collaborative relationship
between Victim Support Malta and the Police Force. On the part of Mid-Dlam
ghad-Dawl the meeting was attended by Dr Mark Montebello
and Ms. Rachel Agius.
Meeting with Foreign
Ministry: A meeting was held on the 21st
in Valletta between Tonio Cachia, Mid-Dlam ghad-Dawl's International
Desk Official, and Mikela Fenech Pace, private secretary
to the Minister of Foreign Affairs. The aim of the meeting
was to seek ways of collaboration between the sides regarding
Maltese citizens held in prisons abroad.
Meeting with Church
institution: A meeting was held between Mid-Dlam
ghad-Dawl and Caritas Malta, a large Catholic institution,
as part of the series of meetings intended to introduce public
entities to Mid-Dlam ghad-Dawl's new service to victims of
crime. Dr Mark Montebello and Rachel Agius met Mgr. Victor
Grech of Caritas at Floriana on the 24th.
Meeting with another
female shelter: A meeting was held between
Mid-Dlam ghad-Dawl and Lourdes Home (Gozo), a female shelter,
as part of the series of meetings intended to introduce public
entities to Mid-Dlam ghad-Dawl's new service to victims of
crime. Dr Mark Montebello met Fr. Emmanuel Curmi at Hal Far
on the 24th.
Meeting with NS0: A
meeting was held between Mid-Dlam ghad-Dawl and the Director
General of the National Statistics Office, Mr. Alfred Camilleri.
The aim of the meeting was to introduce Victim Support Malta, and discuss means of collaboration. The meeting,
which was attended by Dr Mark Montebello, was held on the 2nd
at Valletta.
Meeting with IT
Ministry: A meeting was held on the 3rd at
Valletta between Mid-Dlam ghad-Dawl and the Ministry of Information
Technology & Investment. The aim of the meeting was to
discuss means of collaboration in relation to Victim Support Malta. Dr Mark Montebello met Mr. Emmanuel Delia,
Communications Coordinator, Mr. Rossano Cuschieri, Project
Coordinator, and Ms. Roberta Zahra, PR Coordinator.
Meeting with Alternattiva
Demokratika: A meeting is to be held between
Dr Mark Motnebello, for Mid-Dlam ghad-Dawl, and Dr. Harry
Vassallo, the Chairperson of Alternattiva Demokratika (Malta's
Green Party). The aim of the meeting was to introduce Victim Support Malta, and discuss means of collaboration. The
meeting will be held on the 3rd at Sliema.
Meeting with Chief
Justice: A meeting was held on the 5th at
Valletta between Dr Mark Montebello, for Mid-Dlam ghad-Dawl,
and the Hon. Vincent Chief Justice Degaetano. The aim of
the meeting was to introduce Victim Support Malta.
Meeting with Malta
Labour Party: A meeting was held with the
General Secretary of the Malta Labour Party, Mr. Jason Micallef.
Dr Mark Montebello represented Mid-Dlam ghad-Dawl, while
the Malta Labour Party, apart from the General Secretary,
was also represented by Dr Angelo Farrugia and Ms. Helena
Dalli, main speakers for the opposition for justice and social
affairs respectively. Dr Gavin Gulia, main speaker for the
opposition for internal affairs, was excused. The aim of
the meeting was to introduce Victim Support Malta, and discuss means of collaboration. The
meeting will be held on the 6th at Hamrun.
Meeting with Local
Councils: A was held between Mid-Dlam ghad-Dawl,
represented by Dr Mark Montebello, and the Director of the
Department for Local Government, Mr. Natalino Attard. The
aim of the meeting was to introduce Victim Support Malta, and discuss means of collaboration. The
meeting, which was also attended by Mr. Alfred Armeni, Principal
within the department, was held on the 10th at Valletta.
Meeting with Minister
of Justice & Home Affairs: A meeting
was held between Mid-Dlam ghad-Dawl and the Minister of Justice & Home
Affairs, Dr Tonio Borg. Mid-Dlam ghad-Dawl was represented
by Dr Mark Montebello, George Busuttil and Rachel Agius.
The Hon. Minister was accompanied by Private Secretary Darren
Borg and Permanent Secretary Charles Deguara The aim of the
meeting was to discuss the progress being made in the establishment
of Victim Support Malta, and the further planning of the November Working
Seminar, and the February 2005 National
Conference, on victims of crime. The meeting was held
on the 11th at Valletta.
Meeting with Nationalist
Party: A meeting was held between Mid-Dlam
ghad-Dawl, represented by Dr Mark Montebello, and the Secretary-General
of the Nationalist Party, Mr. Joe Saliba. The aim of the
meeting was to introduce Victim Support Malta, and discuss means of collaboration. The
meeting was held on the 12th at Pietà.
Family outing: Mid-Dlam
ghad-Dawl's section that deals with prisoners' families organised
an evening activity on the 15th. This was held at Birzebbugia.
It was very well attended by friends and families of prisoners.
All had a wonderful time beside the sea, and relaxed in the fresh
company of each other.
Call for Applications: Around
the middle of the month Mid-Dlam ghad-Dawl issued a call for
applications for prospective "supporters of victims of crime".
The call will also be issued on two consecutive Sundays, 29th
of the month, and 5 September. The "supporters" will
be working with Victim Support Malta on a voluntary basis. The closing date for
applications was set for September 18th.
VOCS meeting: VOCS
met on the 2nd at Centru San Dizma, Floriana, and decided on
the logo of the sub-section.
Mid-Dlam ghad-Dawl
AGM: The Annual General Meeting of Mid-Dlam
ghad-Dawl was held on the 14th. All members of the Steering
Committee, the Prisoners' Section and the Prisoners' Families'
Section attended and discussed operations, and made plans
for the next year (Oct. 2004 - Sept. 2005).
Daritama AGM: The
Annual General Meeting of the foundation Daritama was held on
the 26th at Marsascala. The meeting was attended by all officials
and operators of the foundation.
London Study visit: Representatives
from Mid-Dlam ghad-Dawl were in London for a few days of study
with the national charity Victim Support. Dr Mark Montebello,
Ms Rachel Agius and Mr George Busuttil visited London between
the 4th and the 6th. The visit was part of the preparative work
being done for the creation of Victim Support Malta for victims of crime. The delegation met various
administrators from the head office of Victim Support, including
Dame Helen Reeves. It also visited two Crown Courts and one Magistrates'
Court where Victim Support runs services for witnesses
involved with criminal cases. Furthermore, the delegation met
a victims' support office in the heart of London.
IT system: The
newly constructed IT system for Victim Support Malta was
completed and installed for its first trial operation. This was
on the 11th. In the past months Raymond Cassar, a professional
IT programmer, worked on the tailor-made system that was especially
designed for the inputting of data related to victims and their
cases.
Weekend
Meeting: The second live-in weekend meeting
of the year was organised by the foundation Daritama between
the 15th and the 17th. It was held at St. Paul's Bay. A good
number of volunteers from all branches of the foundation
attended and had a wonderful time. The general theme was
about self-knowledge and communication skills.
University lecture: Mid-Dlam
ghad-Dawl was invited to read a lecture to psychology students
as part of the course "Inclusive Communities", which is coordinated
by Elena Tanti Burlo'. The lecture for Mid-Dlam ghad-Dawl, which
delt with "People with a Criminal Record", was read by Dr Mark
Montebello. This was on the 21st at the University of Malta.
London meeting: Dr
Mark Montebello and Tonio Cachia represented Mid-Dlam ghad-Dawl
at a preliminary meeting in London connected to an EU funded
AGIS project. The meeting was held on the 3rd and 4th. The representatives
met partners in the project from the London Probation, and also
delegates from Bulgaria, Germany and Northern Ireland. The project
deals with the prevention of hate crime in Europe. A next meeting
is scheduled towards end of February in Bulgaria.
Lectures to new
wardens: Dr Mark Montebello started to read
six lectures to the new intake of 40 prison wardens. These
lectures were held at the Police Academy at Fort St. Elmo,
Valletta between the 9th and the 23rd.
Helen Reeves in
Malta: The Chairperson of the European
Forum for Victim Services and Victims
Support (UK), Dame Helen Reeves, was in Malta from
the 7th till the 12th of the month. This was the first time
that Dame Helen visited the Maltese islands. Amongst other
things, while in Malta she participated at the National Working
Seminar on victim services in Malta in preparation for the
formal establishment of Victim Support Malta.
National Working
Seminar: A seminar was organised on the 11th
by Mid-Dlam ghad-Dawl and the Ministry of Justiec & Home
Affairs on victims of crime in Malta. The national working
seminar was held at the Paola Local Council, and was intended
to be a "stock-taking" exercise of the services
currently offered in Malta to victims of crime. Dame Helen
Reeves was the guest of honour. The seminar was well attended
by professionals in the service sector, and had wide media
coverage.
Book launch: Daritama
launched a new publication on the 12th. This was at the Manoel
Theatre, Valletta. The book — DIMECH — is
written by Dr Mark Montebello, and relates the live and times
of the Maltese patriot Emmanuel
Dimech (1860-1921). The launching was very well attended,
and sales during the first days of publication were encouraging.
Volunteer
Training: The intensive training course for
22 volunteers wanting to work with victims of crime on behalf
of Victim Support Malta began on the 13th. The course comprehends four
modules spread over four weeks. Lectures were all held at
Mid-Dlam ghad-Dawl's Centru San Dizma, Floriana. The whole
training exercise will come to an end on December 4th.
Public
Protest: Mid-Dlam ghad-Dawl organised a
public protest at Valletta against the sentence of life
imprisonment.
In Malta no parole exists, and life
imprisonment
practically means imprisonment unto death. Mid-Dlam ghad-Dawl
retained this to be unjust and inhuman. The protest took
place on the 19th before the Court House in Republic Street,
Valletta. The press was addressed, and questions
were taken from those present.
Disappointment
at court sentence: Mid-Dlam
ghad-Dawl issued a press release hours after Judge Joseph Galea
Debono pronounced a sentence of life imprisonment on Libyan
Ibrahim Schnishah. This was on the 29th. Mid-Dlam ghad-Dawl
expressed disappoitment and sadness at the sentence that,
taken the circumstances, was considered too severe. The release
was given wide coverage by the press. 
Induction Course: Alison
Dixie, a specialised trainer from England, was in Malta in relation
to Victim Support Malta. This was during
the first week of the month, on the 3rd and 4th. Ms. Dixie
read the final part of the induction course for the voluntary "supporters
of victims" newly admitted the month before. The trainer
was sent over from the British national charity, Victim
Support. Incidentally, Ms. Dixie is responsible for all
training programmes of Victim Support in England and Wales.
Bake sale: The
prisoners' section within Mid-Dlam ghad-Dawl organised a
Bake Sale at the University of Malta on the 15th. Funds were
collected in aid of the section's further activities within the
prison. The activity was a huge success.
Greeting cards: All
296 prisoners held in Malta were sent a personalised card for
the festive season. The cards were signed by all memers of Mid-Dlam
ghad-Dawl. This was on the 21st. The organisation's undertaking
was immensily appreciated
by
the inmates.
L-ARKA: Mid-Dlam
ghad-Dawl's official newsletter, no. 27, covering July-December,
was issued on the 21st. All 213 male prisoners held at the
Paola prisons were given a copy each. Distribution continued
throughout
the week.
Get together: Volunteers
from all sections of Mid-Dlam ghad-Dawl come together
to party for the festive season. This was on the 28th at
Dar it-Tama, Cospicua. This was a special occasion, for it was
the first time voluntiers working
with prisoners and prisoners' families met the newly-engaged
voluntiers working with victims of crime.
Family dinner: A
private dinner was organised for prisoners' families by the
families' section within Mid-Dlam ghad-Dawl. This was
on the 29th at Marsascala. It was a wonderful occasion (with
lots of pasta, sweets, and kids running around), a truly fitting
way of celebrating sweet friendship, and ending a year of activities.
End of year
celebration: Volunteers from various branches
and sections of Daritama gathered at Marsascala on the
eve of the 31st to give thanks for the outgoing year and
welcome the new one together.
