The association is a network of organisations that provides community and court based services
for victims of crime. Founded in 1990 by national
organisations in Europe working with victims of crime, the
association exists to promote the development of victim services
throughout Europe and the promotion of policies for victims
both in the context of criminal justice and in the wider
social environment.
The association — in
short, VSE — includes
organisations from Austria, Belgium, Bulgaria, the Czech
Republic, Estonia, Finland,
France, Germany, Hungary, Ireland, Luxembourg, Malta, the
Netherlands, Norway, Portugal, Slovakia, Sweden, Switzerland,
and the United Kingdom.
One of the association's most outstanding accomplishments
has been the successful loobying in favour of an authoritative
pronouncement on the part of the European Union to promote,
both morally and legally, victims' rights among member states.
This effort resulted in the promulgation, on 15 March 2001,
of the document entitled the Council Framework Decison
on the Standing
of Victims in Criminal Proceedings.
Malta' national victim support service become
a full member of the association on 28 May 2005 at Haarlem, The
Netherlands.

The World Society of Victimology — in
short, WSV — is an international non-govermental, non-profit organization for victimology and victim assistance in consultative status with the United Nations’ Economic and Social Council and the Council of Europe.
WSV's mission is to advance research, services, and aareness for victims. It has affiliated national or regional associations from some 25 countries around the world.
WSV hosts triennial symposia, annual post-graduate courses, and workshops and seminars. It publishes symposia proceedings and a quarterly newsletter, The Victimologist. WSV maintains a website and has an affiliated journal, The International Review of Victimology. It participates in the activities of the United Nations and the Council of Europe to promote implementation of the UN Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power, and facilitates membership networking around the world.
Victim Support Malta became an affiliated national association to WSV on 4 October 2005.
